Yeah, I can imagine must be a tricky process if you're doing it across a lot of posts/topic types.
One thing I realised here was that you could create posts and not send them out to emails/app, so you're not spamming an inbox with a bit of housekeeping. I'm sure you knew that, but for me I didn't realise until I realised I wanted to create this ToC.

My solution won't work because of the way Substack organises its data. Well, maybe it can be made to work but it will take some effort.
Not sending by email doesn't clog up inboxes, as I say, but the posts don't get read by as many people 😓
